Standardizing the allocation of stats (partly due to improved designs for classes and a better understanding of what characters really want) has eliminated the ability in stat design to create memorable items. All the memorable things people talk about items are memorable because of factors that bypass the stat budget system: procs, on-use capabilities, the high-budget exceptions (War Glaives) and honourable mentions to weapon speed which still permits them to create certain things that are superior to others without it being budgeted.
